Eight stages from vacancy to lawful employment

Check employer eligibility

Confirm SSM registration, applicable EPF/SOCSO records, approved sector, accommodation capacity and the current worker-eligibility rules.

Obtain Section 60K approval

Advertise the vacancy through the required Malaysian local-recruitment route and obtain the prior JTKSM approval before applying for foreign workers.

Submit FWCMS eQuota

Prepare consistent company, sector, workplace and vacancy documents for online quota submission and government verification.

Appoint licensed partners

Verify the Malaysian JTKSM-licensed agency and the Bangladesh-side BMET/OEP or BOESL channel authorised for the current programme.

Issue a clear job order

Specify roles, salary, duties, location, working hours, accommodation, contract terms and who pays each recruitment-related charge.

Source and process candidates

Complete candidate screening, biometric steps, source-country medical processing and bilingual contract signing through the authorised channel.

Complete VDR and insurance

Apply for the Visa With Reference/Calling Visa and complete levy, SPIKPA or applicable insurance, security-bond and payment requirements.

Receive and onboard workers

Arrange arrival clearance, FOMEMA within the required period and VP(TE) issuance before the worker starts employment.

After arrival

Your responsibilities continue

Arrival and medical

Follow the applicable arrival-clearance deadline, arrange transport and accommodation, and schedule FOMEMA within the required period after entry.

Work pass

Do not allow employment to begin until the applicable VP(TE) or work pass has been issued after a fit medical result.

Employment records

Maintain the contract, passport and immigration records, insurance, salary evidence, accommodation records and renewal dates.

End of employment

Use the required Check Out Memo and repatriation process. Do not abandon workers or transfer them without approval.

Do not treat a media list as a current licence

Bangladesh recruitment arrangements, approved agencies, quotas, fees and technical procedures may change. Always verify the current agency status and programme instructions with the responsible Malaysian and Bangladesh authorities before issuing a job order or making payment.

What should an employer verify before paying? +

Verify Section 60K approval, the FWCMS route, the Malaysian agency’s JTKSM licence, the Bangladesh-side agency or BOESL channel, the exact job order, the itemised fee quotation and the official receipt process. Ask who is responsible at every stage.
